On what grounds can registration of an instrument be refused ?
The grounds for refusing to register an instrument are as follows:

Incomplete application
Registration can only be carried out if the application is complete.
Incomplete applications are sent back to the requesting party.

Duty unpaid
An instrument cannot be registered if the duty has not been paid. If payment is made by wire transfer, this should be specified so that the instrument can be matched up to the payment. If this is not done, the instrument may be sent back to you on the grounds that the duty has not been paid.
